I mean, I don't know if you've ever moderated a site, or run an event, but in my experience younger participants tend to create a higher proportion of disruption (there are, of course, exceptions - we have had several good young WikiFur editors) and with respect to IB in particular often fail to understand basic issues like "you have to have the right to upload the work" and "no game screenshots".

Of course, there is the issue with respect to IB that being underage is itself a serious policy violation. But it's not all their fault - the main reason we have that rule is that adults have created laws relating to them - and that's why events forbid them too, the duty of care. It is their fault when they sign up anyway and start trying to commission or roleplay with other members, though.
