Moderation style is important and I think it's also influenced by the audience. At Inkbunny we try to treat people like adults, since they're all meant to be so. This doesn't always work out, but usually it does, and we'll usually look for a way to avoid a complete ban, like removing the comment/PM privilege or suspending new submissions.
On FA the audience is 13+ and frankly, I expect they get a lot of kids not taking the rules seriously and getting banned as a result. This could lead to the banhammer being used as a solution to every perceived problem.
