As I understand it, every year's list is new. The recommended reading list is strictly speaking independent from the UMAs, it is just hosted on the same site and run by the same people.
As the name suggests, it may originally have been more about individual published works rather than ongoing productions, and for the former it would not make sense to include last year's publications.
