It's not a tangent. The only way a person can know if their work was submitted to the recommendation list is:

1) They submitted themselves.
2) A close friend or fan submitted it on their behest and told the original creator they did.

The only way Garrison can even cry foul in the first place is that they know for a fact that their work was submitted to the recommended list. Because they do know, it goes to further the face that their care is using the Ursa's to get their name out there rather than letting the Ursas make decisions on the recommendations they make autonomously.
